PR adds
!voicechat(and alias!vc) command, which displays all players who are actively using voice chat.The printed information contains player's name, user ID and steam ID (with additional information if player is not authenticated).
The prints happen both in chat and in console.
Implementation is nearly identical with how SourceMod hooks into
ProcessVoiceDatato enableOnClientSpeakingandOnClientSpeakingEndnatives.
